In season 2 episode 2 of Cow Review, Josh rates Cow-Chan, who he identifies as a human pretending to be a cow, going on to say that “he did warn me about the deception skills of humans". The identity of this “he” is unknown.

Mikey's interpretation

This is our first elaboration on Josh's homeland, as originally hinted at in Josh’s first message. Josh references a “he”, who warned him that humans are deceptive and not to be trusted. Based on this interaction where advice is given, this “he” must be some kind of mentor, consultant, or other figure of authority to Josh. Perhaps “he” is the one that sent Josh here on his mission, perhaps “he” is just highly respected by Josh. Regardless, we know from the language that they are antagonistic towards us, and must be working against our best interests.
